I am not too sure. I don't think so. I think that most of the modern ones have a mic or a jacket for a mic so u can probably record items on your computer it if you want!

absolutely not... some laptops come with built-in mics and webcams, but in most cases you are paying extra for these features

If you are talking Audio recording, then yes. All properly built computers come with recording devices built into the sound adapter.
But, unless the microphone is built into the computer, you would have to go and buy an actual microphone.
Look at the ports where you would plug in your headphones, there is another jack for a Microphone input.
Keep in mind that it is not studio quality recording. It is nothing that you are going to be able to record music with unless you have a good mixer and a high quality sound card.
