Before buying Outpost Firewall PRO, I need to know if it's possible to allow only ftp communications (no web, no mail, nothing but ftp) when the computer is connected through a 3G card (like Merlin XU 870)
And allow all traffic when connected via Ethernet or wireless.

It isn't possible to create rules for a specific network connection but you can (if each interface uses a differenet IP address range) specify a Local Address on rules to have a similar effect.
However to achieve what you want here, you would have to use Outpost's Block Most policy (to prevent any connections not allowed by rules) coupled with rules specifying a local address. This would require you to have everything set up properly (since you would not receive any prompts for undefined traffic) which may pose practical problems (e.g. if your 3G connection was assigned an address from a new network, falling outside what your rules allow).
The circumstances are unusual so the best advice would be to try it and see.
